(from the Kaiser Family Foundation daily HIV/AIDS report)

Public Health & Education | Condoms' Effectiveness in Preventing STDs, Including HIV, at Center of Debate on Revising Package Labels
[Jun 30, 2005]
The effectiveness of condoms in preventing pregnancy and sexually transmitted diseases, including HIV/AIDS, is at the center of a debate on whether to revise the products' packaging labels to include information about their limits in disease prevention, the AP/Long Island Newsday reports. Advocates of the labeling change, including Sen. Tom Coburn (R-Okla.), say that because condoms do not provide complete protection against some STDs, their packaging should reflect these shortcomings (Johnson, AP/Long Island Newsday, 6/29). Coburn has placed a hold on acting FDA Commissioner Lester Crawford's nomination to head the agency, saying the hold will remain in place until FDA issues congressionally mandated labeling for condoms that clarifies the limits of their effectiveness in preventing pregnancy and STDs (Kaiser Daily Reproductive Health Report, 6/16). However, opponents of changing condom labels say it might undermine the public's confidence in condoms and increase the number of new HIV and other STD cases. FDA currently requires condom packages to say, "If used properly, latex condoms will help to reduce the risk of transmission of HIV infection (AIDS) and many other sexually transmitted diseases." Many condom brands also say they are very effective in preventing pregnancy. FDA officials recently have said they expect to have draft language of the new labels available soon, according to John Hart, a spokesperson for Coburn (AP/Long Island Newsday, 6/29).

Condom Effectiveness Studies
Many studies have shown that latex condoms are effective at preventing pregnancy and HIV transmission in a large percentage of cases, according to the AP/Yahoo! News. Over a one-year period, with perfect use -- always using a condom and putting it on before skin-to-skin contact -- condoms reduce the risk of becoming pregnant to 3% and reduce the chance of contracting HIV to less than 1%. For most other STDs, experts say evidence suggests condoms reduce the risk of infection, but effectiveness varies by disease and more research is needed. According to a 2004 World Health Organization bulletin and a 2001 NIH report, individual studies have demonstrated that condom use reduces the risk of infection for:

Gonorrhea by 39% to 62% in women and 49% to 75% in men;

Chlamydia by 26% to 90% in women and 33% in men;

Genital herpes by 30% to 92% in women and less in men, though no numbers were given;

Trichomoniasis by 30% in women and significantly less in men, though no numbers were given;

Syphilis by 40% to 60% in both sexes;

Pelvic inflammatory disease by 55%; and

Genital ulcers by 18% to 23% in both sexes.

There is no evidence that condoms prevent transmission of human papillomavirus, which is the leading cause of cervical cancer (AP/Yahoo! News, 6/29).

National HIV Testing Day

From Kaiser Family Foundation:

MTV and Kaiser Family Foundation Reach Out to Young People to Highlight National HIV Testing Day (June 27th)

Efforts Will Reside On Air, Online, and In Communities Nationwide

CONTACTS

Rob Graham, KFF,
650-854-9500
Janine Iamunno, MTV, 212-846-6992

New York, June 20, 2005 – MTV: Music Television and the Kaiser Family Foundation today announced a series of complementary on-air, online and on the ground efforts as part of the network’s think: Sexual Health campaign. The activities will encourage young people to get tested for HIV and other sexually transmitted diseases (STDs). The collaboration builds on the network’s nine-year public education partnership with Kaiser, a leader in health information and research.

“Our audience tells us time and time again that they want more information on how to protect their sexual health,” commented Ian Rowe, VP of Strategic Partnerships & Public Affairs. “In continuing our long and productive partnership with the Kaiser Family Foundation, we are eager to help reinforce the message to young people that the only way to know their status, and therefore to best protect themselves and their partners, is to get tested.”

“With more than one in two new HIV infections occurring in this country among people under the age of 25, HIV testing is an important issue for America’s youth,” said Tina Hoff, Vice President and Director of Entertainment Media Partnerships, Kaiser Family Foundation. “Working with MTV we can reach young people with the information they need from a source they trust.”

A new series of targeted PSAs encouraging viewers to ask to be tested begin airing on MTV today as part of the on-air commitment. The four spots, which will run across the network through the summer are tagged with the line: “It doesn’t matter how you ask – as long as you do,” and focus on demystifying and normalizing this conversation between patient and provider about this sensitive topic. In addition, MTV News will look at new testing methods on June 27 th. All programming directs viewers to think.mtv.com and the campaign hotline 1-888-BE SAFE-1 for more information.

Kaiser and MTV will also team up with The HEAR ME Project on the “Positively Negative National HIV/AIDS Story-Writing Competition” for youth ages 14-22. The winning story will be adapted into an HIV/AIDS educational film to be distributed to schools, health departments and other youth-serving organizations. A call for entries begins on National HIV Testing Day (June 27) and contest information can be found at think.mtv.com.

In the U.S. cities most affected by HIV/AIDS, MTV is sponsoring ten local AIDS service organizations serving young people on National HIV Testing Day and promoting the events online at think.mtv.com:

PEOPLE OF COLOR IN CRISIS (POCC), Brooklyn, NY;
MOBILE HIV TESTING AND OUTREACH PROJECT, Los Angeles, CA;
YOUTH EXPRESSIONS, INC., Hollywood, FL;
THE ATTIC YOUTH CENTER, Philadelphia, PA;
THE DROP IN CENTER, New Orleans, LA;
METRO TEENAIDS, Washington, DC;
WOMEN ON MAINTAINING EDUCATION AND NUTRITION (W.O.M.E.N.) , Nashville, TN;
LOWCOUNTRY AIDS SERVICES, North Charleston, SC;
YOUNG ADULT PROGRAM/FUSE, Dallas, TX; and,
GRADY TEEN CLINIC, Atlanta, GA.
The National Association of People with AIDS (NAPWA-US) and OraSure Technologies are providing free oral-tests to these organizations, as part of its national Mayors Campaign Against HIV. More information about these organizations can be found at think.mtv.com, along with the campaign’s extensive online resources, including daily HIV/AIDS news headlines provided by kaisernetwork.org, a down-loadable resource guide on HIV/AIDS and STDs, and links to the CDC’s national HIV testing database, offering the location of local testing centers around the nation.

As of December 2003, more than 1 million people living in the United States were HIV-positive – the highest number ever estimated to date in the U.S. – and nearly half of those living with HIV are African American. National HIV Testing Day was launched in 1995 by the National Association of People with AIDS (NAPWA-US) to encourage Americans to get tested, and increase overall awareness about the epidemic. It is estimated that 1 in 4 people living with HIV in the U.S. does not know they are infected.

In a national survey conducted by Kaiser in 2003, 73% of young people who had seen the joint campaign said they were more likely to use condoms, 69% said they were more likely to talk with a partner, and 65% said they were more likely to get tested because of the campaign. The National Survey of Teens and Young Adults on Sexual Health Public Education Campaigns was a nationally-representative, random-digit-dial telephone survey of 1,100 young people age 16-24, conducted from January 27 through April 6, 2003. Parental permission was obtained for respondents under age 18. The full report is available online at: http://www.kff.org/entmedia/Reaching-the-MTV-Generation.cfm

think MTV is the network's new pro-social initiative to empower young people on the issues they care about most. MTV will air long-form specials, MTV News reports, PSAs, and other special programming dedicated to these issues, including education, sexual health, discrimination, the environment, and global concerns. A think MTV icon will appear onscreen during programming that has an online counterpart; think.mtv.com will offer a range of opportunities for young people to learn about and engage on critical issues at the local or national level.

Since 1997, MTV and Kaiser have partnered on a multi-faceted campaign that has included targeted public service announcements (PSAs); extensive online resources; and long-form programming, which has included documentaries on abstinence, and HIV/AIDS and STD prevention. The campaign has been recognized by the National Academy of TV Arts & Sciences for the last three consecutive years with the Emmy for the best national public service campaign, and last year was awarded, along with its parent company, Viacom, a Peabody Award for the initiative .

MTV Networks
MTV Networks, a division of Viacom International Inc. (NYSE: VIA, VIA.B), owns and operates the following television programming services -- MTV: Music Television, MTV2, mtvU, VH1, Nickelodeon/Nick at Nite, Comedy Central, TV LAND, TNN, CMT and The Digital Suite From MTV Networks, a package of twelve US digital services, all of which are trademarks of MTV Networks. MTV Networks also has licensing agreements, joint ventures, and syndication deals whereby all of its programming services can be seen worldwide.

Would anyone be interested in starting a dialogue about risky sexual behavior? I am gay, and a behvior specialist and am interested in learning why people feel gay men engage in risky sexual behavior with eachother.

It seems a lot of prevention work is focused on providing information and access to testing (which is absolutely necessary), but I can't seem to find any quantifiable data on behavior patterns of gay men who engage in risky sex.

If anyone has any information, thoughts, resources on the subject I would be grateful to hear from you. :)

Thanks.

Although "[n]obody does nobler work throughout the developing world than the Catholic Church," the church's "hostility" toward condom use "is creating more AIDS orphans every day," New York Times columnist Nicholas Kristof writes in a Times opinion piece. The countries that have been "most successful" in curbing the spread of HIV -- including Thailand, Brazil, Uganda and Cambodia -- "have all relied in part on condoms to reduce transmission," Kristof says. However, the Catholic Church has "horribly undercut the war against AIDS" by attempting "to prevent Catholic clinics, charities and churches from giving out condoms or encouraging their use," as well as "argu[ing] loudly that condoms don't protect against HIV, thus discouraging their use," Kristof writes. If Pope Benedict XVI "wants to ease human suffering," he should encourage condom use as means of preventing the spread of HIV, which "would save vast numbers of lives," Kristof says, concluding, "That choice between obeying tradition and saving lives is stark, and let's all pray he'll make the courageous choice" (Kristof, New York Times, 5/8).

AIDS Resources funding in trouble now.

Hi all...

I'm a education volunteer at AIDS Project RI. I learned today, in a discussion after doing an education session, that the project is very worried about losing a lot of funding. Why? Mostly because Bush is in office, and his regime, who holds the funds that most of these non-profits get for their work, has basically, and quietly, demanded that only abstinence be taught or lose your funding. I pray that it doesn't get cut, but because AIDS Project is firm about teaching all methods of STD prevention, they run a great risk of not getting the money they need this coming year. I know I will support them with as much as I can this year, and with my time, but I urge everyone to get the word out to your communities to help these organizations survive. This is going to be a difficult 4 years for AIDS, let's start fighting now!

Thanks

From Kaiser Family Foundation

I got this via email today...
The first cases of what would later become known as AIDS were reported in the United States in June of 1981. Since that time, almost 1.5 million people in the U.S. have been infected with HIV, including more than 500,000 who have already died and another 850,000-950,000 who are estimated to be living with HIV/AIDS. As part of the Kaiser Family Foundation's ongoing effort to provide the latest information about HIV/AIDS, we are releasing an updated fact sheet on the HIV/AIDS epidemic in the U.S., including trends over time, a current profile of AIDS cases, and the impact of the epidemic on particular populations. The fact sheet, as well as other resources on the epidemic in the U.S. and globally, can be found at http://www.kff.org/hivaids/3029-03.cfm .

new tribe

I started this stopAIDS tribe because that's what I do for a living, and I feel very passionately about AIDS prevention. I saw that there wasn't a tribe yet for this topic.
I'll be posting things as they come across my desk, or into my heart from work.
